Insurance, roadworthiness tests and vehicle tax: how to tell them apart in driving quizzes
Three different obligations: insurance cover, a vehicle’s technical inspection and regional motor vehicle tax.
Motor third-party liability insurance covers civil liability risks, the roadworthiness test checks technical requirements, and vehicle tax is administered at regional level.
Three terms, three purposes
Motor third-party liability insurance (RCA), the roadworthiness test and vehicle tax concern the car, but they are not interchangeable. Motor third-party liability insurance is compulsory insurance cover for damage caused to third parties through the use of a vehicle, under the rules of the Insurance Code. The roadworthiness test is the periodic technical inspection required by the Highway Code; it checks whether the vehicle meets safety and roadworthiness requirements. Vehicle tax, by contrast, is a motor vehicle tax whose administration and implementing rules involve the Regions and autonomous Provinces.
When a quiz puts these terms in the same sentence, ask which purpose it describes: financial cover, a check of the vehicle’s condition, or a tax payment. Paying vehicle tax does not insure the vehicle; having a policy does not replace the roadworthiness test; passing the test does not show that the tax is paid. Do not confuse the roadworthiness test with a service, which is maintenance scheduled by the manufacturer and is not the legally required periodic inspection.
How to check them in practice
For insurance, check the policy details and, if needed, use the public services provided to verify a vehicle’s cover. For the roadworthiness test, check the registration certificate or single vehicle document and verify the due date and result; the Portale dell’Automobilista offers vehicle-related lookup services. For vehicle tax, use your Region’s service or the indicated authority, because procedures, exemptions and payment rules may vary by area. Do not rely on a general calendar without considering the vehicle’s registration number and characteristics.
To remember the difference, ask three questions: “Which cover applies if I cause damage?” “Who checks the vehicle’s technical condition?” “Which tax is payable to the Region?”. Then answer quiz questions and correct statements that mix up two obligations. For a specific case — for example, a vehicle that is off the road or exempt — check the competent authority and the rules that apply in your area. Vehicle tax exemptions are not the same for everyone and should not be inferred from insurance or roadworthiness rules.
A quick memory aid
- RCA: cover for liability towards third parties.
- Roadworthiness test: periodic technical inspection required by the Code.
- Vehicle tax: motor vehicle tax administered regionally.
- Service: maintenance, distinct from the legal roadworthiness test.

Frequently asked questions
If I have paid vehicle tax, can I drive without insurance?
No. These are separate obligations: vehicle tax does not replace the insurance cover required for driving.
Does a service count as a roadworthiness test?
No. A service is maintenance scheduled by the manufacturer; a roadworthiness test is a periodic inspection governed by the Highway Code.
