Provisional driving permit: when it is issued
When a provisional permit may be issued, who issues it and which limits you should check.
A provisional permit is not automatically issued for every licence application. It may be available in specific procedures, such as some replacement cases, and must be used within its stated period and category.
Authorisation for a specific case
A provisional permit allows you to drive only when a rule provides for it and the competent authority issues it. It is not a universal receipt for every application, booking or medical examination. For example, in the replacement procedure for a lost, stolen or destroyed licence, the police check whether it can be replaced, whether it is valid and whether any restriction prevents replacement. A permit to drive may be issued only if these conditions are met.
There are also specific procedures in which the MIT or UMC may issue a temporary receipt or authorisation, such as the driving test required for some licences expired for more than five years. Each document has a specific purpose and expiry date. The word provisional does not mean that it can be used for any vehicle or without limits until the card arrives.
Who issues it and what to check
For a replacement, issuance is linked to the report and the police check that the licence can be replaced. In some cases where it cannot be replaced directly, the driver is referred to the Motorization Office and may receive a permit with the duration and conditions specified in the procedure. For other applications, the UMC or the designated authority decides. Always ask who issued it, because the contact for errors or expiry depends on the issuer.
Read the category, expiry date, any territorial restrictions and driving instructions. Check that the permit covers the vehicle you plan to drive and that your licence has not been suspended, expired or restricted by another order. Carry the original document or an approved digital version; do not rely on a photo on your phone unless it is recognised as valid.
What it does not replace
A medical appointment, doctor’s receipt, lost-licence report or application receipt is not automatically a permit. A licence that has been withdrawn or suspended is not reinstated by a provisional document issued for a different procedure. If the permit has expired, been altered or contains incorrect details, stop driving and ask the issuing office to correct it.
If the documents are unclear, ask for written confirmation before driving. Give the document number, date, category and reason for issue, without sending personal data through unofficial channels. The Portale and MIT orders describe different procedures, so look for the entry that matches your case.
If the replacement is delayed
Check the address and postal status of the document, then contact the help service listed by the Portale, giving the application or permit number. If your address has changed, tell the competent office straight away. Do not extend the permit’s validity yourself because delivery is delayed: you need a new instruction from the issuing authority.

Frequently asked questions
Does a medical appointment receipt count as a provisional permit?
Not automatically. You need the document provided for the specific procedure, issued by the competent authority.
Can I drive a different category with a provisional permit?
No. Check the category and conditions stated on the permit, and ask the issuer if anything is unclear.
