Ukrainian driving licence: can it be exchanged for an Italian one?

The Italy–Ukraine agreement, residency deadline and documents to check before applying for an exchange.

As of 20 October 2026, the Italy–Ukraine agreement is listed as valid until 24 January 2027. Eligibility also depends on residency, licence validity and the documents required by the MIT table.

The agreement is in force, but the window is limited

Yes. A Ukrainian driving licence can be exchanged in Italy under the bilateral agreement and MIT conditions. As of this guide’s update, the Ministry lists the agreement as valid until 24 January 2027. This deadline concerns applications under the agreement: if you plan to apply after that date, check the MIT website again before booking, as an extension may be published.

The MIT gives a four-year period from the date you establish residency in Italy to apply to exchange a Ukrainian licence. If you have lived in Italy longer, your application may be rejected under the current rules; simply holding a valid licence does not resolve the issue. Calculate the period from your official residency date and ask the UMC to confirm your situation if you have unusual residency periods or status.

Check the licence and categories

The agreement covers full licences that meet the validity and issue requirements; category exchanges follow an equivalence table. An expired licence, a category obtained after becoming resident or an earlier exchange from a third country may require a specific assessment. Bring the original document and information showing issue, renewal and category dates, especially if there are codes or notes on the back.

An international driving permit does not automatically replace the national licence for exchange purposes. The document’s language and authenticity checks may also affect the required attachments. The Portale table says when each country requires a translation, certification or other documents; check the Ukraine entry and do not use the requirements for another country.

Prepare the application

Submit the application to the competent Civil Motorization Office (UMC). The file includes the current form, identity document and tax code, original licence, valid medical certificate, PagoPA payment receipt and any attachments required for that country. The Portale dell’Automobilista specifies which documents must be originals and notes that the office may request further information from the foreign authority.

Book according to your UMC’s instructions and prepare certificates shortly before the appointment, as some expire after a few months. Do not send or hand over your licence without knowing how it will be handled during the process. Ask specifically what document, if any, allows you to drive while your application is pending: the application receipt must not be treated as a driving permit.

If you cannot exchange it

If the residency deadline has passed, your licence is not in an exchangeable category, or the agreement no longer applies on the application date, ask the UMC what options are available for obtaining an Italian licence. Tests and documents depend on the category. Confirm your individual situation with the office and keep its reply instead of relying on general online information.
