D1: passenger capacity and maximum minibus length
D1 is defined by the vehicle's passenger capacity and length, not by the commercial label used to describe it.
Category D1 covers vehicles designed for no more than 16 passengers besides the driver and no longer than 8 metres. A trailer with maximum authorised mass up to 750 kg is permitted.
Passenger seats and length determine the category
D1 is the category for certain smaller passenger vehicles. The Italian Highway Code sets the limit at no more than 16 people besides the driver and a maximum length of 8 metres. A trailer with maximum authorised mass up to 750 kg may be attached. The word “minibus” in an advert or rental listing is not enough: check the vehicle's approved configuration and characteristics.
For example, a vehicle designed for 16 passengers plus the driver and exactly 8 metres long fits the D1 limits. A vehicle designed for 17 passengers besides the driver exceeds the capacity limit even if it is short. A vehicle with 16 passenger places but longer than 8 metres exceeds the length limit. Do not count only the people on board during a particular trip; compare the approved design data.
Towing capacity is a separate check
The 750 kg threshold concerns the trailer's maximum authorised mass, not its unladen mass or measured weight on a journey. D1 allows a trailer within that threshold; towing one authorised above 750 kg requires the D1E extension, while remaining within the towing vehicle's technical limits. A licence category does not increase the towing capacity shown in the registration document.
Read the vehicle document and approved passenger capacity before booking a vehicle or accepting a job. Also check length, trailer and any professional qualifications: professional passenger transport may require a separate passenger CQC.
