Requirements
Category C1: can you obtain it without category B?
You must already hold category B to obtain C1; also check the MIT minimum age and required examinations.
No. You must already hold category B to obtain a C1 licence. C1 has a minimum age of 18 and requires theory and practical examinations under the MIT procedure.
Category B is a prerequisite
The Ministry of Transport page for C1 states that candidates must already hold category B to take the examinations. A B learner permit or a booked B test is not enough: the requirement is to hold the category. If you are planning the process, first obtain B and then apply for C1, or ask the UMC how the applications must be sequenced in your circumstances.
The ordinary minimum age for C1 is 18. It covers motor vehicles other than D1 and D, above 3,500 kg and up to 7,500 kg, designed to carry no more than eight passengers in addition to the driver; it may also be issued with code 97 for vehicles outside tachograph requirements. That code does not change the requirement to hold B.
Both theory and practical tests apply
MIT specifies a theory test and a practical driving test for C1. The time windows and number of attempts depend on the applicable procedure and authorisation: check the current Ministry page and dates on your documents rather than reusing information for another category. After the application and a pass in theory, the office issues the practice authorisation under the relevant rules.
Prepare for the practical test in a C1 vehicle with an instructor, learning vehicle checks, braking, dimensions and manoeuvres safely. Having driven cars with B gives you road experience, but it does not replace the C1 test or familiarity with a heavier vehicle. Before applying, check medical requirements, documents, a valid B licence and the test vehicle specifications; the UMC can confirm how deadlines apply to your case.
Quiz Patente Ufficiale includes study and quizzes for C/C1 categories: read chapters, take exam quizzes, review mistakes and follow statistics. C1 manoeuvres require real practice with an instructor.
