Who can carry out the licence medical examination?
The examination must be done by a doctor authorised by the MIT or, where required, the Local Medical Commission.

Individual doctors and the Commission
The MIT distinguishes single doctors, who carry out an assessment individually, from the Local Medical Commission (CML), which gives a collective decision. Official certification of physical and mental fitness must come from professionals listed under Article 119 of the Highway Code. The MIT list includes public medico-legal services and authorised private doctors identified under ministerial rules. Not every general practitioner or specialist can issue the certificate required for a driving licence.

A medical examination is needed not only for a first licence but also for renewal or extension to a different category, with procedures that may depend on the licence sought.
When the CML handles the assessment
The MIT identifies CML assessment for clinical conditions that may create doubt about fitness, special licences and some professional categories above certain ages. In some situations, a single doctor may also refer an applicant to the Commission when the case requires a panel decision. The CML may set a shorter licence validity period based on clinical findings. Do not choose a Commission on your own based only on a diagnosis; ask an authorised doctor or the relevant CML office.
