Requirements
Italian driving licence: how do you prove normal residence?
A licence application requires residence in Italy or normal residence in the EU/EEA under the MIT criteria.
To obtain a licence in Italy, you must declare residence in Italy or, if you are an EU/EEA citizen, normal residence there. The UMC may request evidence about habitual stay and personal or professional ties.
What normal residence means
The MIT defines normal residence as the place where a person usually lives for at least 185 days a year because of personal and professional ties. If the person has no professional activity, the relevant personal ties are those showing a close connection with the place where they live. EU rules link a driving licence to the member state of normal residence and address people who work in one state while keeping personal interests in another.
Attending a university or school by itself does not transfer normal residence. The MIT also says student status in the territory for at least six months a year is treated as equivalent to normal residence. If you divide your time between countries, counting days alone may not resolve the question: consider where your habitual home and relevant ties are. This test is not necessarily the same as having a registered address or a temporary place to stay.
Which evidence to prepare
The evidence depends on your situation and the UMC’s instructions. Relevant records may include residence certificates, evidence of time spent in the country, work or study documents and proof of personal ties. There is no single attachment that works for everyone: contact the office receiving the application and ask which evidence it needs. Provide complete and accurate information; do not declare normal residence in a state if the facts do not support it.
For example, a student attending a university in Italy for at least six months a year may fall under the MIT equivalence, but should still follow the office’s documentation instructions. Quiz Patente Ufficiale helps you study theory with quizzes, explanations and error review; it does not verify residence or replace the administrative assessment.

Frequently asked questions
Does university enrolment alone establish normal residence?
No. Attendance alone does not transfer it, although the MIT treats student status in the territory for at least six months a year as equivalent.
Must I prove exactly 185 days using one document?
The test concerns habitual stay and ties. Ask the UMC which evidence fits your case; there is no universal single document.
