Applying for an Italian licence: which residence permit is required?

For an Italian licence application by a non-EU citizen, the MIT requires a residence permit or residence card. If a first issue or renewal is pending, the documents may include identity papers and specific application receipts.
Valid permit or pending application
The MIT page on additional documents for non-EU citizens says the original residence permit must be shown with a copy; a residence card is also listed as an alternative. It describes cases where a first permit or renewal is pending: the applicant must provide a copy of their identity document and, depending on the case, a receipt for the first-issue request issued by the post office or public-security authority; a renewal may also require a copy of the expired permit.
The receipt depends on whether this is a first issue or renewal. Do not assume that a generic receipt, appointment booking or informal request replaces the documents listed by the MIT. If your circumstances differ, ask the UMC which evidence it accepts. Bring originals for inspection and legible copies, and make sure the licence application names the same person shown in the documents.
Prepare the file with the UMC
Before your appointment, identify your situation: valid permit, pending first issue or renewal after expiry. Prepare your identity document, permit or residence card, relevant receipts and, where applicable, the expired permit. Ask the office whether it needs an authenticated copy or accepts an ordinary copy with a declaration that it matches the original, as described on the MIT page. Requirements can depend on the exact paperwork.
