Requirements
A1 licence: minimum age and motorcycle limits
You can obtain A1 from age 16. A motorcycle must meet all three limits: 125 cc, 11 kW and 0.1 kW/kg.
The minimum age for an A1 licence is 16. A motorcycle must meet all three limits at once: no more than 125 cc, 11 kW and 0.1 kW/kg power-to-weight ratio.
A1 is not determined by engine size alone
In Italy, the minimum age for an A1 licence is 16. To ride a motorcycle in this category, it is not enough for the engine to be a 125: the MIT requires all three limits to be met at the same time. The motorcycle must have no more than 125 cc, a maximum power of 11 kW and a power-to-weight ratio no higher than 0.1 kW/kg. If even one value exceeds its limit, the motorcycle does not qualify for A1. A 125 cc motorcycle does not become eligible merely because its engine capacity is within the limit if its power or ratio is too high.
Check the official technical data for the exact model and vehicle, rather than relying on a general sales listing. Power-to-weight ratio is different from engine capacity: a small engine can still have high power relative to the vehicle’s mass. The MIT also lists three-wheelers up to 15 kW under A1, but that is a separate rule from the motorcycle limits. For an electric motorcycle there is no engine capacity to compare, so power and the applicable ratio remain central to checking its category. The registration certificate and vehicle approval data are the references for the specific vehicle.
From minimum age to choosing a test vehicle
The standard route to A1 includes theory and practical tests, except where the MIT allows a candidate who already holds a qualifying licence to take only the practical test. A motorcycle that may be ridden with A1 and the minimum vehicle required for the practical test are not necessarily described by the same criteria. For the test, the MIT sets additional vehicle requirements, including minimum engine capacity, power and achievable speed. Before choosing a test motorcycle, read that section of the official page and state the vehicle’s specifications to the motorisation office. Do not buy or rent a motorcycle based only on the label “125”.
For example, two motorcycles may both have 125 cc engines, but one produces 9 kW and meets the 0.1 kW/kg ratio while the other exceeds that ratio. Only the first fits A1, assuming its power and other requirements also comply. Frequently asked questions
Can I ride any 125 cc motorcycle with A1?
No. A motorcycle must meet all three limits at once: maximum 125 cc, maximum 11 kW and a power-to-weight ratio no higher than 0.1 kW/kg.
How old must I be to obtain A1?
The minimum age listed by the MIT is 16. The standard route includes theory and practical tests, subject to exceptions for some licence categories already held.
