New drivers: how does the doubling of deducted points work?
During the first three years after obtaining a licence, points deducted for offences are doubled; this is separate from vehicle-power limits.
MIT states that during a new driver’s first three years, the points deducted for each offence are doubled. The rule doubles the points assigned to the violation and is separate from new-driver restrictions on vehicle power and speed.
The period is counted from the licence
The rule applies to new drivers during the first three years after obtaining the licence. When an offence carries a points deduction, the number deducted is doubled for a new driver compared with the applicable table. This does not mean that every traffic notice automatically removes points: a deduction applies only to offences for which the Highway Code provides one.
The doubling does not double the monetary fine and is not the same as a restriction on car power. For example, if a violation normally deducts two points, the deduction applied during the new-driver period is doubled under the MIT rule. The balance cannot fall below zero. When several offences are recorded together, the Highway Code also sets limits and exceptions for offences carrying suspension or revocation.
Check who was driving and the balance
Points are removed from the licence of the identified driver, not from the vehicle owner’s. If the driver was not stopped, their details must be communicated under Article 126-bis. The notice and identification determine which licence is updated; paying a fine does not mean the points are removed at that exact moment.
Check your balance through the Portale dell’Automobilista or other MIT channels. The update is made after the notice becomes final and the authority records the deduction. If the balance looks wrong, contact the police authority that issued the notice and keep correspondence and any appeal outcome. New-driver speed and vehicle-power limits are separate obligations: complying with one does not cancel the other.

Frequently asked questions
Does the three-year period start with the learner permit?
MIT refers to the first three years as a new driver; the period is tied to obtaining the licence, not the learner permit.
Does the rule double the amount of the fine too?
No. It doubles the points deducted, not the monetary amount of the penalty.
