What the 2026 circular says
The Ministry of Infrastructure and Transport circular, protocol 30678 dated 9 October 2026, updates its 2014 interpretation about using a B learner’s permit on AM and A1 vehicles. It coordinates Article 122(2) of the Italian Highway Code with the European requirements for the category B practical test. The MIT’s conclusion is that a B learner’s permit does not allow its holder to drive every vehicle that a full Italian B licence may authorise after it is obtained, including AM and A1 vehicles.
The circular explains that practice must be limited to vehicles suitable for the practical test of the category requested. The B test uses a four-wheel category B vehicle capable of at least 100 km/h. The document does not turn a B learner’s permit into an AM or A1 entitlement and does not create an exception for practising on a scooter or moped.
What to do before riding
If you hold a B learner’s permit and want to use an AM moped or A1 motorcycle, do not rely on the B permit alone. You need the required licence or another valid authorisation for your situation. Separate national rules about some entitlements after obtaining a full B licence do not automatically authorise earlier practice.
