How to obtain a C1E or CE driving licence

Differences between C1E and CE, requirements, application and test with a trailer for heavy goods vehicles.

The C1E licence permits combinations weighing up to 12 tonnes with a C1 or B driving vehicle, subject to legal conditions; the CE licence combines a C driving vehicle with a trailer weighing over 750 kg. A test and a compliant vehicle are required.

Choosing between C1E and CE

C1E covers combinations consisting of a C1 driving vehicle and a trailer weighing over 750 kg, up to a maximum authorised mass of 12 tonnes. It may also include a B driving vehicle with a trailer weighing over 3.5 tonnes within the same limit, according to the MIT definition. CE, on the other hand, authorises combinations with a Category C driving vehicle and a trailer or semi-trailer weighing over 750 kg. Check the vehicles’ technical specifications to work out which category you need.

The standard minimum age is 18 for C1E and 21 for CE; the MIT states that the CE licence may be obtained at 18 as part of the prescribed route involving the CQC for goods transport. This exemption is subject to specific conditions: simply enrolling on a course is not enough; you must obtain the qualification in accordance with the procedure. If you drive professionally, also check the separate CQC requirement.

Application and tests

Applications must be submitted to the UMC with form TT2112, proof of holding a driving licence, identification documents, tax registration number, a medical certificate and proof of PagoPA payments for the theory and practical stages. You may not need to retake the theory test if you passed the basic category theory test on the date specified by the MIT; for some very old tests, a supplementary oral assessment is required. Check the dates and details on the C1E-CE information sheet before booking.

The course includes a theory test where required and a practical test. The provisional licence is issued once you have passed the theory test; the Motorisation Authority specifies the number of attempts allowed and the validity period of the authorisation. Check the current fees and booking procedures at your local test centre. If you’re using a driving school, ask who is responsible for the vehicle and how payments are handled.

The test trailer

The practical test requires a compliant vehicle combination. For C1E, the Ministry of Infrastructure and Transport (MIT) specifies the characteristics of the towing vehicle, the mass and length of the trailer, and the requirements for the load area. For CE, the thresholds are higher and the combination must comply with the specified mass, length, width, speed and equipment requirements, including ABS, gearbox and tachograph. Consult the full text when booking, as a C1 towing vehicle is not a substitute for the vehicle required for CE.

Ask the supplier for the vehicle registration document for the combination and check that it is suitable for the category and the test. Practise reversing, cornering, braking, checking your mirrors and controlling the trailer. Your driving lines must be adapted to the actual length: a technique you’ve learnt on a short trailer may cause you to veer off course with a longer one.

Planning your licence and qualifications

If your aim is to work in goods transport, coordinate your C, CE and CQC qualifications with your driving school and the UMC. The order in which you complete the theory, provisional licence, practical hours and test can affect the date on which you can start driving professionally. Ask for a timeline of the stages and do not treat enrolment on the CQC course as equivalent to having already obtained the qualification.

Frequently asked questions

Are C1E and CE the same licence?

No. C1E has limits on gross vehicle weight and the tractor unit; CE applies to a C-category tractor unit with a trailer weighing over 750 kg.

Can I obtain a CE licence at the age of 18?

The MIT outlines a pathway involving the CQC for goods transport and specific requirements. Check the type of course and the sequence before enrolling.
