Getting your licence
AM or A1 licence as a minor: do you need a parent’s signature?
For AM and A1 applications by minors, the form must meet the Ministry’s signature and documentation requirements.
Yes. When the candidate is a minor, the AM application must be signed by their legal representative; the parent or guardian’s documents must be attached as required by the Ministry’s instructions.
Who signs the application
A minor’s application for a driving licence cannot be signed only by the candidate. The Ministry’s AM licence instructions say that form TT2112 must be signed by the candidate and, if they are under 18, by their legal representative as well. They also require the parent’s or guardian’s identification to be shown and a copy to be provided. For A1, the general rules for minors and the forms specified by the Motor Vehicle Office apply; confirm which signatures are needed on the current form with your local office.
Formal consent does not mean the parent has to take the exam or always accompany the candidate. The signature authorises the legal representative to submit the application, while practice and vehicle rules depend on the category. To avoid another trip to the counter, prepare both people’s documents and make sure the signatures are legible.
Documents for an AM licence
The Ministry lists form TT2112, the candidate’s identification, tax code, medical visit receipt and PagoPA payments. For minors, it also requires the parent’s or guardian’s identification. The candidate also states the vehicle and transmission type for the practical test, which may use a two- or three-wheeled moped or a light quadricycle. Under the Ministry’s procedure, this information can be entered or changed by the time the practical test is booked.
You can start applying for an AM licence at 14; carrying a passenger requires an approved vehicle and a driver who has turned 16. Do not confuse the age for obtaining the licence with the conditions for carrying a passenger. For A1, the minimum age is 16 and the vehicle must meet the category’s technical limits.
Payments and appointment
Before making payments, select AM or A1 and the correct stage of the application. The Portal updates PagoPA fees; do not use receipts for a different licence category. Check your Motor Vehicle Office appointment, medical visit and learner’s permit issue after the theory test. A parent may submit the application or act under a proxy according to the office’s instructions, but a proxy does not replace signatures required on the form.
Keep copies of the application and receipts. If the parents share parental responsibility or there is a legal guardianship, ask the Motor Vehicle Office which document proves the required representation. Do not upload family documents to unofficial websites.
Involve the candidate
Even when a parent signs, it helps for the minor to understand the steps: medical visit, theory test, learner’s permit, practice and practical test. The candidate can prepare the documents and questions for the driving school, and learn to handle the procedures responsibly. Safe driving requires personal responsibility, not just completion of the paperwork.
