Converting a Moroccan driving licence in Italy: requirements
The Italy–Morocco agreement, document requirements, the residence deadline and the application at the Motor Vehicle Office.
A Moroccan driving licence can be converted under the agreement in force since 3 June 2025, which remains valid until 2030. Residence, the date the licence was obtained and its category all matter.
Updated agreement and duration
The Italy–Morocco agreement on recognition and conversion entered into force on 3 June 2025, and the Ministry says it remains valid until 3 June 2030. The deadline given by the Ministry for requesting conversion after taking up residence in Italy is six years. Do not rely on old articles describing the 1991 agreement or earlier deadlines: an updated text entered into force in 2025.
The agreement covers national, non-provisional and valid driving licences with complete identification details. In particular, it sets conditions for categories obtained before taking up residence; for categories A and B issued in Morocco, it specifies a requirement concerning permanent validity before the move. Read the full agreement together with the Ministry’s table, since equivalence is not determined by the category name alone.
What to check on your licence
Check the issue and expiry dates, any renewals, the categories you hold and any notes. A category obtained after settling in Italy may not be convertible under the agreement. An international driving permit is not a valid document for conversion. Bring the original licence and, if it does not show the history of your categories, ask the Moroccan authority or Motor Vehicle Office what certificate may be needed.
The Ministry gives a six-year deadline from taking up residence in Italy; after that, an application under the agreement may be refused. Even while the agreement is in force, the office may check authenticity and missing information with the relevant authorities. These dates are different: do not confuse the agreement’s validity period with your personal residence deadline.
Documents and application
Submit the application to the Civil Motor Vehicle Office. Check the Driver Portal’s country table for the translation and authentication requirements for Morocco; also prepare the current form, identification, tax code, original licence, valid medical certificate and PagoPA receipt. The Portal specifies which documents must be originals and which may need certification. Applications made by proxy or by foreign citizens may require additional attachments.
Follow your local office’s booking rules and prepare documents with their expiry dates in mind, especially the medical certificate. Before your appointment, ask whether the office will retain your Moroccan licence and which document, if any, lets you drive while the application is being processed. A receipt showing that you submitted documents is not automatically permission to drive. Keep the application reference and a copy of every attachment.
If you are unsure
If you renewed your licence after moving, hold a special category, or cannot find your licence model in the table, send the Motor Vehicle Office a specific question with the country, dates and categories. This helps distinguish temporary recognition from conversion and avoids an incomplete application. Check the Ministry website again before submitting, since agreements can be updated.
