Foreign driving licences
Student living between Italy and another country: where can you apply?
University enrolment alone does not determine normal residence; habitual stay, ties and EU rules matter.
A student living between Italy and another country cannot choose where to obtain a licence based only on university enrolment. Normal residence depends on habitual stay and ties; the MIT treats student status in the territory for at least six months a year as equivalent.
Studying and residence are not always the same
EU rules connect a driving licence to the state of normal residence. The MIT describes normal residence as the place where you usually live for at least 185 days a year, considering personal and professional ties. If you work in one state but keep your personal interests in another, the rules also consider regular returns and the circumstances of your stay. A university enrolment, temporary rental or registered address alone may not resolve every case.
The MIT says that attending a university or school by itself does not transfer normal residence. However, student status in the territory for at least six months a year is treated as equivalent to normal residence. This may affect the analysis: document where and how long you study, and ask the UMC how the rule applies if you keep your home and personal ties in another country.
What to clarify with the competent office
Before enrolling for an examination in Italy or another EU country, contact the authority and explain where you live during the year, where you study or work and where your personal ties are centred. Ask which declaration and evidence it requires. Study enrolment, periods of presence, residence records or employment papers may be relevant, but there is no universal file for every situation. Do not make inconsistent declarations to two authorities.
For example, an Italian student who studies abroad for one semester and regularly returns home may be in a different situation from someone living in the host country for most of the year. Days help, but ties matter too. Quiz Patente Ufficiale offers theory revision with quizzes and explanations in several languages; it does not determine residence or replace the licensing authority.
