Foreign driving licences
Student between Italy and abroad: where to obtain a licence
The application location depends on normal residence and personal ties, not merely university enrolment or nationality.
If you study between Italy and another country, apply where your normal residence is under EU rules: generally where you live for at least 185 days a year, considering personal and professional interests. University enrolment alone does not always decide which authority is competent.
Assess where you usually live
Directive 2006/126/EC uses normal residence to determine which EU authority issues a driving licence. In general, it is the place where you usually live for at least 185 days in a year, taking account of personal and professional ties. If work interests are in one country and personal interests in another, the latter may matter when you return there regularly. The individual case may require documents and an assessment by the authority.
If you attend university in Italy but keep your home, family ties and regular presence in another state, do not automatically conclude that you must take the test in Italy. Nationality alone does not decide where to apply either. Gather evidence about days of presence, housing, work and personal ties, then ask the UMC or foreign authority what it accepts. National rules may clarify how student status is treated; check the applicable text instead of relying on informal advice.
Avoid parallel applications
Do not submit applications for the same category in two countries at once or declare a residence that does not match your circumstances. The authority may request documents and verify the requirement before issuing a licence. If you move while the process is pending, notify the office and ask whether the file should be transferred or completed in the country that remains competent.
Once you know where to apply, check that authority’s required documents, medical visits and exams. You can study theory in parallel, but an app does not decide jurisdiction or verify residence. Quiz Patente Ufficiale is useful for reviewing Italian rules if you apply in Italy; if you obtain the licence elsewhere, check that authority’s syllabus and procedures.
Quiz Patente Ufficiale helps you review Italian theory through chapters, quizzes, explanations, mistakes and statistics; it does not determine the competent authority.
Frequently asked questions
Is enrolment at an Italian university enough to apply here?
Not always. Normal residence and the overall circumstances matter. Ask the UMC how the rule applies to your situation as a student.
Can I apply in Italy and abroad at the same time?
Do not start parallel applications for the same category. Determine the competent authority first and follow one process.
