AM licence: when can you carry a passenger?
With AM, you may carry a passenger only from age 16 and only on a moped or quadricycle approved for two people.
With an AM licence, you may carry a passenger only after turning 16 and only if the vehicle is approved to carry two people.
Both age and vehicle approval are required
You can obtain an AM licence in Italy from age 14, but that does not mean you may carry a passenger at 14. The Ministry of Infrastructure and Transport (MIT) sets two conditions that must both be met: the rider must have turned 16, and the vehicle must be approved to carry a passenger in addition to the driver. Having an AM licence or learner’s permit is not enough, and neither is having physical space for another person. The vehicle’s approval, not its appearance, determines whether passenger transport is allowed.
To check the second condition, read the moped or light quadricycle registration certificate and approval details. The MIT page describes AM quadricycles as having two seats including the driver’s seat, but you should still check the documents for the specific vehicle. If its certificate lists one seat, adding a second saddle does not make it a two-seat vehicle. A passenger is still prohibited before the rider’s sixteenth birthday, even with an approved vehicle. These are separate checks: the rider’s age and the vehicle’s approved configuration.
Example and checks before setting off
Consider a 15-year-old with an AM licence and a moped registered for two seats. They may not yet carry a passenger because they have not turned 16. A 16-year-old with the same licence may do so only if their particular vehicle is approved for two people. If either condition is missing, ride alone. Before setting off, also check that the passenger uses the designated seat and that the vehicle is in suitable condition; helmets and other safety obligations still apply under the relevant rules.
Do not infer the number of permitted seats from visible saddles or from a friend’s experience with a similar model. Vehicles that look alike can have different approval specifications.
