A1 licence and electric motorcycles: which figures matter?
For an electric A1 motorcycle, check rated power and power-to-weight ratio; engine capacity does not apply.
An electric motorcycle can fall within A1 if its rated power is no more than 11 kW and its power-to-weight ratio does not exceed 0.1 kW/kg. Check both figures in the vehicle documents; there is no engine capacity figure to use for an electric motor.
Two separate limits for an A1 motorcycle
Italian A1 rules set two relevant technical ceilings for motorcycles: maximum rated power of 11 kW and a power-to-weight ratio no higher than 0.1 kW/kg. Both conditions apply together. A bike below 11 kW can still exceed the ratio limit if its mass is low; conversely, a compliant ratio does not make a bike above 11 kW eligible. The licence category is determined by the officially recorded characteristics of the particular vehicle, not by its advertised range, battery size or model name.
Engine capacity, measured in cubic centimetres, is meaningful for combustion engines. An electric motor has no conventional engine displacement, so do not try to translate battery capacity into cc. Battery capacity is usually shown in kWh and describes stored energy; it is not the rated motor power in kW. Read the registration certificate and type-approval details, and compare the power value and the power-to-weight ratio separately. If the documents are unclear, ask the seller or an authorised workshop for the approved technical record before riding.
A practical document check
Suppose an electric motorcycle is recorded at 10 kW and 0.09 kW/kg: both A1 ceilings are met. If another bike is recorded at 10 kW but 0.11 kW/kg, it exceeds the ratio limit even though the power figure is below 11 kW. Do not decide from a website listing alone, because specifications can differ between versions or after an approved modification. The same model name may cover variants with different power or mass data.
These limits concern which vehicles an A1 licence permits you to ride. The motorcycle presented for the practical A1 test has separate minimum requirements set by the MIT, including a minimum capacity for combustion models and a minimum speed capability. Ask the motorisation office or driving school to check the exact vehicle documents if you are preparing for the test. Frequently asked questions
Does an electric A1 motorcycle need to meet a cc limit?
No conventional engine-capacity figure applies to an electric motor. Check its rated power and power-to-weight ratio in the official vehicle documents.
Is a motorcycle under 11 kW automatically A1-compliant?
No. It must also have a power-to-weight ratio no higher than 0.1 kW/kg, and the official data for that vehicle must support the classification.
