A1 motorcycle licence: requirements, application and tests

Age 16 requirements, documents and tests for obtaining an A1 licence through the Motorization Office.

You can obtain an A1 licence from age 16 by submitting an application, passing a medical assessment, and taking theory and practical tests. It allows you to ride motorcycles within the category’s technical limits.

Which vehicles are covered by A1

An A1 licence allows you to ride motorcycles, with or without a sidecar, up to 125 cm³, with a maximum power of 11 kW and a power-to-weight ratio no greater than 0.1 kW/kg. All these limits must be met at the same time. The category also includes tricycles up to 15 kW and certain agricultural vehicles within the specified size and mass limits. The minimum age is 16.

Holding a category B licence does not necessarily mean you have full A1 entitlement: some national entitlements or equivalences may be limited to driving in Italy. If you need to ride abroad or use a specific vehicle, check the category shown on your licence and any restrictions. For a new A1 licence, follow the examination procedure described by the MIT.

Application and medical certificate

Submit the application to the Motorization Office using form TT2112. The MIT lists an identity document, tax code, proof of the medical examination and a PagoPA payment for the theory test; payment for the practical test is required when you book the driving test. Applications for minors must follow the applicable signature and documentation rules. Fees shown on portals may change, so generate the payment receipt through the official channel when you open your application.

Have the medical examination before submitting your application, but check how long the certificate remains valid and what procedure applies to your situation. If you are using a representative or are a non-EU/EEA citizen, check the MIT’s list of additional documents. Keep originals, copies and receipts: they help confirm that your application has been accepted and are needed to book the next test.

Theory test, learner’s permit and riding practice

The standard route includes a theory test and a practical test. Once you pass the theory test, you receive a learner’s permit authorising practice under the applicable conditions. The MIT sets limits on the number of attempts and examination periods: check the current page when you enrol and note the relevant dates in your calendar.

The practical test assesses motorcycle control, balance, line and braking. If you bring a motorcycle, check that it belongs to the right category and meets the minimum requirements for the test; turning up with an unsuitable vehicle may prevent the test from going ahead. Practise with an instructor and suitable protective gear, then ask the driving school or UMC where and how to book. Confidence on a different motorcycle is no substitute for training on the test vehicle.

Before you enrol

Choose whether to enrol as a private candidate or through a driving school, depending on how much administrative and practical support you want. Applying as a private candidate does not remove the requirement to submit correct documents or use a compliant vehicle. Ask which tasks are your responsibility and which the school handles. Do not assume the price includes payment slips, lessons or use of a test motorcycle.
