When do you need the Local Medical Commission for a driving licence?

The CML assesses cases provided for by law: who can refer you, how to prepare your documents and what to expect.

The Local Medical Commission is involved when regulations require a collective or specialist assessment of the physical and mental fitness requirements for driving.

The CML is not a routine medical examination

The Local Medical Commission (CML) assesses physical and mental fitness in specific situations covered by the Highway Code. You may need to see the Commission for a health condition or medical history that requires a collective assessment, or when the certifying doctor refers you. The CML is not a way to find a faster appointment with a doctor, and it does not replace the routine examination for everyone. If you are unsure which process to follow, contact the UMC or the competent health authority and describe your case without sharing unnecessary health information with unauthorised people.

The competent office usually depends on your place of residence and regional arrangements. The ASL website may provide information about appointments, forms and payments; the Commission's instructions explain whether you need to submit your application online or in person. Do not rely on an outdated document checklist: requirements vary according to the condition and purpose of the assessment. Before booking, ask which specialist reports are required, how recent they must be, and whether originals or copies are needed.

How to prepare for the assessment

Collect only the relevant documents requested by the CML, along with your identity document, health card, driving licence or permit if you already have one, and any required payment receipts. If you have recent test results or a specialist's report, ask whether it should be attached to your application or brought to the appointment. Answer questions accurately during the assessment and report any changes in your health or treatment. Do not stop taking medication or try to interpret the decision yourself: the Commission makes its assessment according to medical and legal criteria.

The Commission may find you fit to drive, impose restrictions or requirements, or schedule a further assessment when permitted by law. The validity period of your licence may depend on your individual circumstances and licence category. Read the report carefully and ask how to send it to the Motorisation Office and how to appeal or challenge a decision if you believe it contains errors. Article 119 of the Highway Code governs the requirements and the role of the commissions; for a decision about your case, follow the report and consult a qualified healthcare or legal professional.

Frequently asked questions

Does the CML always decide whether to issue a driving licence?

It assesses physical and mental fitness and issues a decision; the administrative process then continues according to the Motorisation Office's instructions and the category requested.

Can I choose a CML in another province?

The competent commission is determined by territorial and organisational rules. Before booking outside your area, confirm with your UMC or local ASL.
